GOLF COURSE UPDATE -  PLEASE READ

I know that RSR residents are concerned about the fate of the golf course now that the owners have made the business decision to close. I, too, am concerned about the course and about the scenic and financial value that it represents to RSR homeowners. 

I want to assure RSR residents that I have been communicating with the ownership group on a regular basis since July.  

Based on the statements made by the course owners, I believe it is fair to say that the owners are: A) Acting to carry out their fiduciary responsibility to their investors, and B) Seeking an outcome that is in the best interest of all RSR property owners. 

Indeed, the owners tell me that they are committed to putting forth a plan into which RSR residents can have input, and they are currently preparing a range of options for RSR residents to study. 

As Mayor, I am committed to ensuring that there are adequate community meetings before any plan is formally presented to the City. I have told the owners that I am prepared to facilitate discussions and host meetings that would allow RSR residents to study their options with the goal of reaching a consensus about how best to proceed. 

The owners tell me they are working diligently to be able to present options soon, but as of today (November 12), no firm dates have been established. 

Frank, as always, as soon as I know something firm, I will be in touch with the latest information.

On behalf of the RSR community and myself, I contacted the Florida Public Service Commission regarding the power load shifts and outages we have been experiencing ..
If you have had electrical appliances fail, I suggest you go to this web site and file a complaint. WWW. PSC.STATE.FL.US . There is a complaint form tab on the right hand side under consumer corner heading. The law requires Duke Energy to respond promptly.
I am posting this on nextdoor.com and also on HOA official website.

PAINTING YOUR HOME ?

IMPORTANT NOTICE FROM ASSISTANT FIRE CHIEF 

Attention RSR residents:
 
Several complaints were filed with the Apopka Fire Department in reference to illegal fireworks use on July 4th. As a reminder to all City of Apopka residents, Florida Statute 791.07 clearly states that any firework that is propelled into the air and explodes is illegal for entertainment use by the general public. The only exception to this use, is for farming and fish hatcheries to frighten birds away from their product. There are no farming or fish hatcheries licensed in Rock Springs Ridge. Know that signing a waiver at purchase will not clear the purchaser of any responsibility. Penalties for this illegal use are as follows.
 
* First degree misdemeanor punishable by up to one year in jail and a $1000 fine.
 
Many addresses in the community were tagged as possible violators. These sites will be monitored during holiday and firework sale dates. If anyone has questions about the law or the use of legal fireworks, they may contact Assistant Fire Chief Jeff Tyre at jtyre@apopka.net or call 407-703-1754
 

RSR HOA PROPERTY

The gopher turtle preservation area is designated by the large blue post visible adjacent to the silt fences on Spinfisher drive and Pine Straw Place, and runs along the golf course 
all the way to Kelly Park rd. next to mobile home park. Also the front entrance on both sides is conservation area.

The HOA is responsible to maintain the Gopher Turtle Preserve and the 8 retention ponds in the community. (Appox. 130 acres) None of these locations can have anything built upon them.
 In fact no trespassing is allowed
All other vacant land belongs to the golf course.  Privately owned.
